Joint Secretary Rigzin Spalgon on March 10 briefed the media on the progress of the ongoing judicial inquiry related to the incident that occurred on September 24. The inquiry is being conducted under the chairmanship of Justice (Retd) B. S. Chauhan, with Chairman (Retd) District and Sessions Judge Mohan Singh Parihar and Judicial Secretary and Counsel to the Commission, Advocate Himanshu Sharma.

The briefing focused on the follow-up actions taken by the Inquiry Commission and the status of affidavits submitted in response to the public notice issued earlier.

The Joint Secretary informed that, as part of the inquiry process, a public notice had been issued inviting individuals to submit affidavits before the Commission. In response, the Commission has received and examined a large number of affidavits from members of the general public as well as officials representing various departments of the administration.

Up to December 2025, a total of 22 witnesses from the administration had been examined. The inquiry resumed in March 2026, and so far 18 administrative witnesses have been examined. In addition, 45 affidavits have been submitted by members of the public.

He further stated that the Commission is currently in the process of examining the affidavits submitted by the administration. After completing this phase, the Commission will proceed with the examination of witnesses from the public and civilian side, whose statements will be recorded as part of the ongoing judicial proceedings.

Rigzin Spalgon emphasized that the inquiry is being conducted in a fair, transparent and systematic manner, and all individuals who have submitted affidavits will be given due consideration as per the procedures laid down by the Commission.
