Revenue officers undergo training on land acquisition laws in Kargil

Additional Deputy Commissioner (ADC) Kargil, Imteeaz Kacho, on February 11 attended an ongoing training programme for Revenue Officers and officials of Kargil district at the Conference Hall, Baroo.

The training session was conducted by Waseem Ramzan Dar, JKAS, Sub-Divisional Magistrate (SDM), Sankoo, who delivered a detailed presentation on land acquisition laws and the compensation framework under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013.

During the session, the SDM provided an in-depth overview of the Act, covering procedures for passing awards, calculation of compensation and solatium, provisions for resettlement and rehabilitation (R&R), handling of disputes and available remedies, compensation objections and references. He also elaborated on additional compensation in cases of multiple displacement, the urgency clause, and special provisions for Scheduled Castes (SCs) and Scheduled Tribes (STs), along with other key aspects of the Act.

Addressing the participants, ADC Imteeaz Kacho underscored the importance of such brainstorming and capacity-building sessions. He urged Revenue Department officers and officials to make optimum use of these programmes and apply the knowledge gained in practical field situations. He also directed the SDM Sankoo to conduct similar training programmes at the sub-divisional level to further strengthen the department’s functioning.

The ADC stated that the Deputy Commissioner, Kargil, shares the same vision of enhancing the skills and efficiency of the Revenue Department through the adoption of modern technologies and continuous upskilling of field functionaries and staff. He described the Revenue Department as a unique and vital institution, particularly in matters related to land acquisition and allied subjects.

He further expressed hope that earlier training sessions conducted by former ACR Barkat Ali Nizami and former Deputy Commissioner Hassan Khan had proved fruitful and beneficial for the participants, and appreciated their contributions towards strengthening the knowledge base of revenue officials in the district.
