LAHDC Kargil introduces revolutionary online employee transfer system
In a landmark initiative, Chairman/CEC LAHDC Kargil, Dr. Mohd. Jaffer Akhoon, on February 5, virtually launched the historic Employee Transfer Portal of LAHDC Kargil. The event was attended online by Member of Parliament, Ladakh, Mohd. Hanifa Jan; Executive Councillors Zakir Hussain and Er. Phunchok Tashi; and Administrative Secretary, School Education, Bhanu Prabha.
Other dignitaries present included Executive Councillor Kacho Mohd Feroz, Deputy Commissioner/CEO LAHDC Kargil Rakesh Kumar, Additional Deputy Commissioner Imteeaz Kacho, Joint Director/Chief Planning Officer Abdul Hadi, Sub-Divisional Magistrate Drass Vishal Atri, District Informatics Officer Iftikhar Hussain, Chief Education Officer Kargil Sonam Wangchuk, and Accounts Officer to DC Kargil Zakir Hussain.
Addressing the gathering, CEC Dr. Akhoon congratulated the Deputy Commissioner and his team for developing the portal and framing a fair transfer policy. He also thanked the Executive Councillors and Councillors of LAHDC Kargil for their unanimous support in making the transfer system more fair, inclusive, and transparent. Special appreciation was extended to Administrative Secretary Bhanu Prabha for her guidance, and to MP Mohd. Hanifa Jan for his proactive support.
Dr. Akhoon acknowledged contributions from organizations including the Teachers’ Association Kargil, religious groups, and political parties in realizing the long-pending dream of a fair employee transfer policy. He emphasized that the portal will remove existing hurdles in the education sector, making it more progressive, equitable, and efficient. He noted that while structural reforms had been envisioned earlier, external and political pressures had delayed implementation. The combined efforts of Councillors, the Deputy Commissioner, and the School Education Department have now turned this vision into reality.
MP Mohd. Hanifa Jan highlighted that previous attempts to implement a fair transfer policy had faced obstacles. He thanked CEC Dr. Akhoon, the Executive Councillors, and the Deputy Commissioner’s team for their dedication in making this “impossible dream” a reality.
Executive Councillor (Education) Zakir Hussain described the portal launch as a new dawn for the education sector, with a clear focus on quality education. Executive Councillors Kacho Mohd Feroz and Er. Phunchok Tashi also expressed gratitude to stakeholders and shared valuable suggestions for improving the education system.
Administrative Secretary Bhanu Prabha expressed satisfaction at achieving this milestone, acknowledging the Deputy Commissioner’s team for their dedication, and commending CEC Dr. Akhoon and the Hill Council for their reform-oriented approach.
Deputy Commissioner Rakesh Kumar lauded the collective efforts behind the portal and explained that teachers can now submit all required details online. To support users, 50 master trainers have been trained and special help cells established.
In his vote of thanks, Additional Deputy Commissioner Imteeaz Kacho appreciated all officers and employees involved in drafting the policy and developing the portal. District Informatics Officer Iftikhar Hussain was specially recognized for his round-the-clock dedication in the portal’s creation.
