Lieutenant Governor Vinai Kumar Saxena laid the foundation stones for two water bodies under Project Him Sarovar at Barchay and Apati in Sodh tehsil of Kargil district on October 17. With a combined storage capacity of approximately 60–70 lakh litres, the reservoirs aim to address acute water scarcity, strengthen water security and support agricultural activities in the region.

Water shortages in Sodh tehsil have severely affected agriculture and rural livelihoods, prompting some residents to migrate from their villages. The proposed water bodies are expected to improve water availability, support farming and help revive village life.

During his previous visit to the area on September 2, 2026, the Lieutenant Governor had witnessed the water crisis and its impact on local agriculture and livelihoods. Taking cognisance of the situation, he directed the district administration to identify potential water sources, including nearby glacier streams, to ensure a more reliable supply to the villages.

Under the project, nearby glacier streams will be channelised to meet local water requirements and improve the availability of water for irrigation and rural households. The Lieutenant Governor directed the concerned authorities to complete both reservoirs by the end of November.

Emphasising the importance of water security for agriculture and rural development, Saxena directed Deputy Commissioner Kargil Rakesh Kumar to take necessary measures to ensure adequate irrigation water for the affected areas. He stressed that effective water conservation and management were essential for sustaining agriculture and securing the long-term development of rural communities.

During the programme, Yourbaltak Councillor Manzoor Hussain submitted a memorandum to the Lieutenant Governor highlighting key developmental and public welfare issues concerning the constituency. Saxena assured residents that the administration would examine their genuine concerns and address them on priority.

The Lieutenant Governor reiterated the administration's commitment to inclusive, people-centric development, with a focus on strengthening water resources and improving the quality of life across Ladakh.

The programme was attended by Member of Parliament for Ladakh Mohmad Hanifa Jan, Chief Secretary Ashish Kundra, elected representatives, councillors, senior officials and other dignitaries from the UT Administration and Kargil district.
