L-G Saxena grants ‘Industry’ status to Hotels, Guest Houses in Ladakh Tourism establishments to avail industrial power and water tariffs from June 1, 2026
In a major decision aimed at strengthening the tourism and hospitality sector in Ladakh, Lieutenant Governor Vinai Kumar Saxena on May 20 accorded sanction for granting registered hotels and guest houses in Ladakh the status of “Industry.” The move will enable these tourism units to avail incentives, concessions, and infrastructure support at par with other industries in the Union Territory. The order will come into effect from June 1, 2026.
The “Industry” status for hotels and guest houses will make them eligible for electricity and water tariffs at industrial rates, which are lower than the commercial rates currently applicable to these establishments. The decision will also enable eligible units to avail concessional bank loans under various State and Central Government industrial policies.
In addition, hotels and guest houses will be exempted from property tax and will also be able to access capital incentives, subsidies, and support schemes available to other eligible units under Government of India incentive programmes.
At present, hotels, guest houses, resorts, and homestays in Ladakh are charged commercial electricity tariffs at the rate of Rs 5.49 per unit. With the grant of “Industry” status, eligible units will now be entitled to industrial electricity tariffs of Rs 4.10 per unit.
Similarly, commercial water tariffs currently applicable to tourism establishments range between Rs 28 and Rs 46 per kilolitre depending on consumption slabs, whereas industrial water tariffs range from Rs 26 to Rs 29 per kilolitre, thereby offering substantial relief to tourism units. Significant reductions will also apply to flat-rate water connections.
These incentives and concessions are expected to reduce the operational costs of lodging and boarding establishments, enhance investor confidence, improve project viability, facilitate access to institutional finance, and enable tourism enterprises to avail benefits under industrial policies and infrastructure support mechanisms.
"Granting ‘Industry’ status to hotels and guest houses will significantly strengthen the hospitality sector in Ladakh. Apart from reducing operational costs and improving investment potential, this historic reform will play a vital role in local employment generation, livelihood creation, and regional development.
The hospitality and tourism sector has significant potential to catalyse sustainable economic development and tourism promotion in Ladakh,” L-G Saxena stated.
He further remarked that the reform would enhance visitor experience and help establish Ladakh as a world-class tourism destination rooted in sustainability, culture, and hospitality.
The decision is expected to benefit 1,257 hotels and guest houses across Ladakh, including 1,078 in Leh and 179 in Kargil, employing thousands of workers. However, barring a few, most of these establishments remain operational for only six months a year and shut down during winter, resulting in high maintenance costs that often make operations financially challenging.
The move is also aligned with Prime Minister Narendra Modi’s vision of strengthening the domestic tourism and hospitality sector by granting them “Industry” status and creating an enabling environment through policy support, incentives, and capital subsidies to encourage investment.
The decision follows several representations from tourism stakeholders, particularly the All Ladakh Hotel and Guest House Association, seeking extension of industrial electricity and water tariffs to hotels and guest houses operating in Ladakh. Stakeholders had highlighted the growing operational burden on tourism establishments due to high commercial utility tariffs, especially during harsh winters when heating and water requirements increase substantially.
The Department of Tourism and Culture, UT Ladakh, will function as the nodal department for certifying eligible units and implementing the notification.
