DM, Leh, imposes section 144 CrPC Hotels, home-stays, guest houses, resorts & camps, garden restaurants and cafeteria etc.to remain closed
In view of the prevailing situation due to COVID-19, District Magistrate Leh, Sachin Kumar Vaishya issued an order under section 144 OF CrPC, 1973, restricting all types of religious, social or any gatherings and assembly of five or more persons.
The order further states that all hotels, homestays, guest houses, resorts & camps, garden restaurants and cafeteria etc. will also remain closed.
Also, all government & private offices except Secretariat, UT Ladakh; all Director’s offices headquartered at Leh; IG office; all offices entrusted with law and order, Revenue, Traffic and Transport duty; PWD, PHE, PDD offices (but no collection of PDD bills till 15th April, 2020), FCS&CA stores and offices, Cooperative stores and offices, Medical Department, Municipal Committee, Treasury office and Labour office; all banks/ATMs (all sanitary precautions shall be taken care by the concerned bank); Fire & Emergency Services; Post Offices; and Airport Leh will be closed.
Closure of all sectoral offices at the district level except those mentioned as above and there shall be no public dealing in these offices. All government employees, whose offices have been closed, shall work from home and will be available on call or WhatsApp etc.
Complete ban on plying of taxis meant for carrying passengers within the municipal limit of Leh town. However, taxi, tempo travellers etc, carrying passengers for places other than Leh town shall be exempted from the purview of this order. There shall not be any ban on plying of Mazda buses within and outside of the municipal limit of Leh town. However, the Mazda buses shall transport passengers to half of their capacity. The general public is also advised to stay in their homes and avoid unnecessary movements.
All fair price shops, groceries, general stores (Dealers/Distributors/Retailers) shall be exempted from the purview of this order. Labour Department shall establish a kiosk with a contact number to facilitate the hiring of labourers through their labour agencies/contractors/mates etc. The order shall be complied by the whole of the population (residents/migrants/service personnel etc.) within the territory of district Leh without any exemption.
Sr. Superintendent of Police, Addl. District Magistrate and all Sub Divisional Magistrates shall be responsible for the implementation of this order in letter and spirit. Additional District Magistrate shall deploy Executive Magistrates within the territorial jurisdiction of Tehsil Leh by dividing it into sectors. SSP Leh shall provide necessary security personnel for enforcement. At Sub Division level, all SDMs shall do the same.
The order shall come into force with immediate effect till April 15, 2020.
