DC Leh meets Nambardars of Kharu, Durbuk & Nyoma Sub-Divisions
District Commissioner, Leh, Romil Singh Donk (IAS), convened a meeting with the Nambardars of Kharu, Durbuk, and Nyoma Sub-Divisions at the DC Conference Hall, Leh, on November 7 to discuss local governance issues, public concerns, and preparations for the upcoming Mimangs-si-sJabstogs campaign.
The meeting was attended by Ghulam Mohd (JKAS), Additional District Commissioner (ADC) Leh; Shabir Hussain, Assistant Commissioner Revenue (ACR) Leh; Tsewang Gyalson, Chief Planning Officer (CPO) Leh; Rigzin Yangdol, Headquarter Assistant, Leh; and the Naib Tehsildar, Tangtse.
DC Leh extended a warm welcome to all participants and commended the Nambardars for their continued cooperation with the district administration in addressing grassroots challenges.
During the session, ACR Leh and CPO Leh briefed participants on the upcoming “Mimangs-si-sJabstogs” campaign, an initiative designed to strengthen public outreach, resolve grievances, and ensure effective delivery of government schemes. They explained that the 15-day campaign will focus on providing essential services and addressing issues directly at the village level.
ADC Leh emphasized that, following the dissolution of the LAHDC, Sub-Divisional Magistrates (SDMs) have been instructed to act as key facilitators between the administration and the public, ensuring timely resolution of local concerns. He urged the Nambardars to maintain close coordination with SDMs to enhance communication and governance efficiency.
He further informed that the Mimangs-si-sJabstogs camps will offer on-the-spot services such as Aadhaar enrolment, Golden Card generation, and other administrative assistance. Nambardars were encouraged to escalate unresolved issues to higher authorities for prompt redressal.
ADC Leh also advised the Nambardars to prepare action plans for both the campaign and the year ahead to streamline grievance redressal and strengthen administrative responsiveness.
During the open discussion, Nambardars shared key concerns from their respective villages, including challenges related to the Jal Jeevan Mission (JJM), road and telecommunication connectivity, education, and healthcare. Specific issues raised included:
Restricted access to pasturelands and developmental works in zero-border villages,
Increasing number of stray dogs in the Changthang region,
Road repairs and school infrastructure damage caused by recent rainfall, and
Shortage of headmasters and teaching staff in certain schools.
DC Leh assured the participants that the administration will take prompt and effective measures to address the highlighted issues, particularly those concerning education, infrastructure, and basic amenities.
In his concluding remarks, ADC Leh called for the active cooperation of Nambardars to ensure the success of the Mimangs-si-sJabstogs campaign. He encouraged them to make effective use of MGNREGA for local development works and requested the CPO Leh to prioritize the repair and maintenance of school infrastructure.
