Deputy Commissioner (DC) and Chief Executive Officer (CEO), LAHDC Kargil, Rakesh Kumar, chaired a meeting of the District Consultative Committee (DCC) and District Level Review Committee (DLRC) at the Conference Hall, Baroo  on June 10, to review the performance of banks and assess the implementation of various government-sponsored schemes in the district.

During the meeting, the DC reviewed key banking indicators and evaluated progress under both priority and non-priority sector lending. He emphasized the need for banks to strengthen credit flow, expand outreach, and ensure the timely disbursement of loans to eligible beneficiaries.

Highlighting the importance of financial inclusion, Kumar directed banks to intensify awareness campaigns on government welfare schemes and facilitate easier access to credit for students, farmers, entrepreneurs, self-help groups (SHGs), and aspiring business owners. He stressed the need to enhance educational loans, housing finance, MSME lending, and coverage under the Kisan Credit Card (KCC) scheme across the district.

The DC also underscored the significant economic opportunities expected to arise following the opening of the Zojila Tunnel. He urged banks to actively support tourism-related ventures, including homestays, adventure tourism, rafting, and hospitality services. Describing tourism as a potential key driver of economic growth in Kargil, he called upon financial institutions to provide adequate financial assistance to local entrepreneurs.

Reviewing the progress of flagship schemes such as PM Vishwakarma, PM SVANidhi, PMEGP, Mudra Yojana, and KCC, Kumar directed banks to expedite the processing of pending cases and ensure the timely sanction and disbursement of loans. He also emphasized the need to promote sectors such as horticulture, fisheries, and other livelihood-generating activities through enhanced financial support.

The meeting further discussed measures to strengthen digital banking infrastructure and expand the adoption of digital payment platforms. The DC urged banks to conduct awareness programmes promoting digital transactions, UPI-based payments, and other cashless services, particularly among traders, entrepreneurs, and rural communities.

Emphasizing skill development and self-employment, Kumar highlighted the importance of vocational training and support for local industries, including wood carving and other traditional crafts. He called for greater coordination between banks and line departments to create sustainable livelihood opportunities for the youth.

Expressing concern over the performance of certain banks, the DC directed them to improve service delivery and ensure the effective implementation of government programmes. He reiterated that all stakeholders must work in close coordination to ensure that the benefits of various schemes reach every eligible beneficiary in the district.

The meeting was attended by officers from various government departments, representatives of RBI and NABARD, officials from the Lead Bank, and representatives of public and private sector banks operating in Kargil district.
