ADDC Leh reviews implementation plan for strengthening co-operative movement in Leh
Additional District Development Commissioner, Leh, Sonam Nurboo convened a meeting on the implementation of the plan for strengthening co-operative movement in Leh District in the DC conference hall on March 16.
The primary objective of the meeting was to find ways to strengthen the cooperative societies and to ensure their overall functioning. ADDC, Leh stressed the importance of maintaining online database of Cooperative Societies in the national portal and how it needs to be updated on a timely basis. Model byelaws adopted by PACS, empowers cooperative societies to enable them to undertake multiple business activities. Further, it was informed that during the formation of new cooperative societies be it dairy or fisheries etc, it is important to do a thorough analysis and to find out what exactly it is lacking.
To ensure this, he advised to conduct awareness camps, timely conduction of elections of the cooperative societies for selection of new Managing Committees and urged the department to encourage the members to take on the responsibilities of the society.
ADDC, Leh pointed out that soon the cooperative societies will be data based and the information will be available online. He further added that everything will be provided on the national portal which is why timely update needs to be ensured. He directed all the department to strictly follow the provisions of the Cooperative Societies Act of 1989 and 1999 and the bylaws and articles of Associations, rules governing the smooth functioning of a society.
He also directed the department to review the dysfunctional societies at the block level so that it can revive and strength. He also encouraged the department to provide guidance to the cooperative societies, explain policies to them on how to come up with new ways to boost their income.
Additionally, he suggested that the cooperative societies should be linked with the various allied departments like the fisheries, horticulture, etc. so that the planning, development, marketing and advertising can be done uniformly. Furthermore, he informed that a meeting will conduct soon on the council level as well.
Earlier, ,Deputy Registrar Cooperative Societies, Leh Dr Mohd Abass gave a detailed account of the various initiatives taken by cooperative Department through various Centrally Sponsored Schemes, District Plan and Special Development Package etc for the development of cooperative sector.
