ReT teachers urge L-G Ladakh to address transfer policy issues

A delegation of Rehbar-e-Taleem (ReT) teachers from Nyoma, Durbuk, Khaltse, and Nubra blocks, led by Tsering Dolker, met Lieutenant Governor of Ladakh, Brigadier (Dr.) BD Mishra (Retd.), at the L-G Secretariat on February 7. Advisor to the L-G, Dr. Pawan Kotwal, IAS; Commissioner/Secretary to the L-G, Dr. L. Franklin, IAS; and Secretary, School Education, Bhanu Prabha, IAS, were also present at the meeting.
The delegation apprised the L-G of their long-standing service, highlighting that many of them have been teaching in the same schools for over two decades. They expressed concerns over the lack of a transfer policy for ReT teachers, despite being regularized as per the norms applicable to general line teachers after completing five years of service. They also cited a decision by the erstwhile J&K government, which stated that "the service of ReT teachers shall be transferable after regularization within the district to which they belong."
However, they claimed that these orders have not been implemented, leaving ReT teachers stationed in the same locations for years, limiting their professional growth. They urged the L-G to intervene and facilitate their transfer to other areas, similar to general line teachers, to gain broader exposure and experience.
Advisor Dr. Pawan Kotwal, IAS, informed the L-G that ReT teachers hold supernumerary posts, and merging them with general line teachers could impact fresh recruitments.
The L-G directed Secretary, School Education, Bhanu Prabha, IAS, to consult with J&K counterparts regarding their approach to ReT teachers, including policies on transfer and promotion. He assured that the UT Administration would align its policies with those adopted by J&K for ReT teachers.
