MP Ladakh reviews progress of Centrally Sponsored Schemes at DISHA meeting in Kargil

Member of Parliament for Ladakh, Mohammad Haneefa Jan, chaired the first quarter (2025-26) meeting of the District Coordination and Monitoring Committee (DISHA) on April 28 at the Conference Hall, Kargil, to review the progress of Centrally Sponsored Schemes (CSS).
The meeting was attended by Executive Councilor for Social Welfare, LAHDC Kargil, Aga Syeed Mujtaba Mussavi; Executive Councilor for Rural Development and Panchayati Raj, LAHDC Kargil, Er. Punchok Tashi; Deputy Commissioner/CEO, LAHDC Kargil, Shrikant Suse; LAHDC Councilors Feroz Ahmed Khan and Nasir Hussain Munshi; Director of School Education Ladakh, Tsering Paldan; ACR Kargil; ACD Kargil; CPO Kargil; CMO Kargil; heads of various departments; stakeholders; NGOs; and other concerned officials.
The MP conducted a detailed review of progress under various beneficiary-oriented schemes including the Central Road Fund (CRF), Samagra Shiksha, Pradhan Mantri Gram Sadak Yojana (PMGSY), MGNREGA, Swachh Bharat Mission (SBM), Pradhan Mantri Awas Yojana (Urban and Rural), National Health Mission (NHM), Jal Jeevan Mission (JJM), Pradhan Mantri Fasal Bima Yojana (PMFBY), and others.
He directed Heads of Departments (HODs) to share the work lists under CSS with all DISHA Committee members and emphasized the need for maximum fund utilization to avoid lapses. He also sought updated physical and financial progress reports for each programme and scheme.
Issues related to the Samagra Shiksha scheme were thoroughly discussed, including the shortage of Hindi and Urdu teachers. The MP proposed the introduction of Arabic, along with Bhoti and Urdu, under the three-language formula of the National Education Policy (NEP), and stressed the need for timely academic engagements without delays.
Discussions also focused on improving the quality of education, with members offering suggestions for better outcomes.
CMO Kargil credited the NHM scheme for reducing the district’s infant mortality rate to a single digit. The MP directed the CMO to take further steps to reduce the caesarean section rates in the district.
He also instructed the Chief Agriculture Officer to expedite the implementation of PMFBY.
The Executive Engineer, PHE Kargil, informed that 95% saturation under the Jal Jeevan Mission had been achieved and assured that 100% coverage would be completed by the end of September 2025.
The MP reviewed updates regarding CRF, MGNREGA, PMAY, PM Surya, Beti Bachao Beti Padhao, and newly sanctioned roads under PMGSY. He stressed that officials must ensure that the intended benefits reach the people.
Highlighting the importance of DISHA meetings, MP Haneefa Jan emphasized the effective redressal of public grievances and the need to complete centrally sponsored projects and schemes within stipulated timelines to avoid delays.
He directed all sectoral heads to conduct awareness camps in villages, in coordination with DISHA Committee members, to ensure greater public access to benefits under centrally sponsored schemes.
The MP urged all officials to implement the directions issued in the meeting sincerely and effectively, ensuring tangible outcomes for the people.
