Ladakhi students stood against the New Recruitment Policy Wrote a letter to Governor regarding transfer of 178 non-local lecturers to Ladakh

All Ladakh Student Joint Action Committee (ALSJAC) of Jammu strongly opposed the new Recruitment Policy of the State and in this regard they held a protest on new recruitment policy on 26 April at Jammu University and termed this policy as childish play with the fate of Ladakhis.
The students has sent a letter to Governor N.N Vohra and raised the issue of transfer of non local teachers to Leh and Kargil.
The letter stated those 78 posts in Kargil and 40 posts in Leh have been filled with non-locals again, which is clearly unfair and discriminatory with the Ladakhis. In both the districts of Ladakh, we have many unemployed and qualification youth who can be recruited as for teaching staffs at colleges and higher schools. We have a huge number of students who have cleared NET/JRF in various subjects. So this recruitment of 178 non-locals for the post of lecturer in Ladakh is injustice with the local high-qualified unemployed youth of the region.
Secondly the non-locals don’t remain successful in the region as they take the transfer to other part of the state after their appointment. Moreover they are unable to attend the school on time in March, as the climate remains harsh till the end of April. So they join the school in May only and similarly left early in October, two months before winter vacations.
At the same time, another ill fated act was the New Recruitment Policy. According to which all the appointees will have to work on the contractual basis for seven years and after that they will be assured permanent, accordingly with their “satisfactory” performance.
Appointment on contractual basis don’t remain successful in the institution as the contractual lecturers offer only lecture while the permanent lecturers guide the students in many extracurricular activities. This will be another drawback with the career of students.
In 2014 the Degree College Kargil had only nine permanent lecturers out of 29 teaching staffs. Appointing new contract basis lecturers would ruin the whole system in institutions. And another unfortunate problem need to mention here is that, the college is functioning without a principal since last three years.
Students appreciated CEC Leh Rigzin Spalbar for taking the initiative as he wrote to the CM regarding the new 114 appointees in Ladakh. Students appealed the Governor to take necessary action against this discrimination and appointment of 114 new appointees in Ladakh and take action to revoke the New Recruitment Policy on priority basis.
