JTN submits memorandum to New Districts Committee, focuses on governance and inclusivity in Ladakh
Jamyang Tsering Namgyal, Former Member of Parliament (17th Lok Sabha), met with the New Districts Committee in Leh on November 23, where he submitted a detailed memorandum proposing administrative reforms tailored to Ladakh’s unique social, economic, and geographical needs.
The memorandum outlines recommendations for restructuring administrative units, enhancing grassroots governance, and defining district boundaries to improve efficiency and inclusivity in Ladakh's governance.
The New Districts Committee, chaired by Pramod Kumar Jain, IAS (Retd.), includes members Kacho Asfandyar Khan, IAS (Retd.), Tsering Angchuk, IAS (Retd.), and the Deputy Commissioners of Leh and Kargil as ex-officio members. The committee’s mandate is to prepare a comprehensive roadmap for Ladakh’s administrative future.
Namgyal praised the committee’s inclusive approach, noting its engagement with stakeholders across Leh and Kargil to ensure a participatory process.
In his memorandum, Namgyal emphasised the need for the creation of seven proposed districts to, improve governance and administrative efficiency, deliver essential services closer to people’s homes and promote balanced socio-economic development across all regions of Ladakh.
Ex-MP Jamyang Tsering Namgyal also addressed three critical areas: Zanskar, Nubra, Changthang, Drass, Sham, Leh, and Kargil:
1. Administrative Restructuring: Proposals for optimizing administrative units to ensure better governance.
2. Grassroots Governance: Recommendations for enhancing inclusivity and local representation.
3. Boundary Demarcations: Suggestions to define district boundaries in accordance with Ladakh’s socio-cultural and geographical realities.
Namgyal also submitted supporting documents, including a 2020 file addressed to Home Minister Amit Shah and representations from various stakeholders expressing their concerns and aspirations for new districts.
The Former MP expressed gratitude to the Union Government, led by Prime Minister Narendra Modi, and the Ladakh UT Administration, headed by Lt. Governor Brig. (Retd.) BD Mishra for initiating this transformative process. Namgyal expressed confidence that the committee’s report will ensure fairness for all regions while aligning with national priorities.
This initiative marks a crucial step toward strengthening the governance framework for Ladakh, reflecting the region’s aspirations while preserving its unique heritage and identity.
