Advisor Narula reviews Rural Development and Panchayati Raj Department Stresses on convergence of various schemes among different departments
A review meeting on the functioning of Rural Development and Panchayati Raj Department regarding the implementation of various schemes, programmes and policies was convened by Umang Narula, Advisor to LG Ladakh on December 17 at UT Administration Secretariat, Leh.
Umang Narula took a detailed assessment of the posts allocated to UT Ladakh by the Government of J&K regarding position strength. He also took stock of the infrastructure requirement including manpower and vehicles.
While reviewing the progress report under various flagship schemes of the department, he directed to set up an action plan to implement central acts and organizations in new UT at an earliest.
Also, he suggested the construction of Panchayat Ghar and Block Development Offices by the convergence of various schemes of different departments. He said the convergence of MGNREGA with schemes of other departments will also help in maintaining the prescribed labour-material ratio.
Umang Narula urged the Rural Development Department to be proactive, raise the demand for works under this scheme and work out a calendar of activities. He also sought the details on fund flow, allocation and its approval system to Panchayats.
While stressing on raising revenue by the Panchayati Raj Institutions, he directed that special training should be conducted focusing on revenue generation.
Saugat Biswas, Secretary RDD/Divisional Commissioner Ladakh and Tahir Hussain, Director, Rural Development and Panchayati Raj, Ladakh were present.
ACD Rural Dev. Dept. Kargil and Executive Engineer REW Kargil attended the meeting through video conferencing. Tsering Paldan, ACD Leh presented a powerpoint presentation on the implementation and progress of various flagship schemes and other projects.
