Advisor Ladakh reviews posts apportionment and school bus accident response
Dr. Pawan Kotwal, Advisor to UT Ladakh, chaired a meeting to review the action taken by concerned departments regarding the tragic school bus accident at Durbuk, Leh, on August 22, 2023, which resulted in seven deaths and 21 injuries. The meeting, held at the Civil Secretariat Leh, focused on initiatives aimed at submitting a comprehensive report to the Supreme Court Committee on Road Safety.
Advisor Kotwal emphasized the importance of installing real-time speed detectors to monitor vehicle speeds and directed officials to ensure their installation by December 30. He stressed the need to improve accident-prone areas, install camera surveillance, and adopt strict measures against traffic rule violators to reduce accidents in UT Ladakh.
In a separate session, Dr. Kotwal also reviewed the action taken report from a meeting held on July 21, 2023, chaired by the Union Home Secretary. The focus of this meeting was the ongoing apportionment issues between UT Ladakh and UT Jammu & Kashmir.
Michael D’Souza, Administrative Secretary of the General Administration Department, delivered a detailed presentation covering key apportionment issues, including posts, assets, liabilities, manpower requirements, and employees of corporations and autonomous bodies working in UT Ladakh. During the meeting, it was confirmed that the apportionment of posts had been completed, with 14,686 employees apportioned to UT Ladakh.
These discussions, ongoing since Ladakh's separation from J&K as a Union Territory in 2019, highlight the importance of cooperation and collaboration between the two UTs to resolve pending issues and streamline administrative processes.
The meeting was attended by Principal Secretary Sanjeev Khirwar; Director General of Police, UT Ladakh; Commissioner/Secretary PDM, Social and Tribal Welfare, and Health Departments; District Magistrate Leh; SSP Leh; SSP Traffic Leh; Director Finance, and other officials. District Magistrate Kargil and other officials joined the meeting virtually.
