Three-day legal orientation and mediation training held for para legal volunteers in Kargil

The District Legal Services Authority (DLSA) Kargil successfully concluded a three-day Orientation–Induction–Refresher and Community Mediation Training program for Adhikar Mitra (Para Legal Volunteers) of Kargil district from May 22 to 24 at the Conference Hall, Baroo.

The inaugural-cum-orientation session was attended by Spalzes Angmo, Chairman DLSA Kargil; Wangial Tsering, Chief Judicial Magistrate (CJM) Kargil; Chemit Yurgyal, Secretary DLSA Kargil; Deldan Angmo, Chairman TLSC Sankoo; Advocate Zarina Banoo, Deputy Chief Legal Aid Defense Counsel; Advocate Nissar Hussain, Assistant Legal Aid Defense Counsel; Advocate Ghulam Murtaza and Advocate Kacho Manzoor, both panel lawyers, along with all the Adhikar Mitras (PLVs) of District Kargil.

Secretary DLSA Kargil, Chemit Yurgyal highlighted the significance of the training as outlined in the module provided by the National Legal Services Authority (NALSA). He also briefed the guests and participants on the topics covered during the three-day training.

Deldan Angmo emphasized the crucial role and responsibilities of the Adhikar Mitras in bridging the gap between the public and the justice delivery system. CJM Wangial Tsering discussed in detail the fundamental rights and duties enshrined in the Constitution.

Spalzes Angmo, Chairman DLSA Kargil emphasized the constitutional obligations of the State toward the marginalized sections of society, as per the Directive Principles of State Policy. She underlined the important role of PLVs in ensuring access to justice through various schemes under the Legal Services Authorities Act, 1987.

The technical sessions began with Secretary Chemit Yurgyal as the resource person. Participants were trained in basic listening, communication, observation, and drafting skills. Subsequent sessions focused on laws related to women, with special emphasis on the Protection of Women from Domestic Violence Act, 2005, and maintenance provisions under Section 144 of the BNSS.

Day two commenced with a discussion on various social welfare schemes, with Samina Khatoon (JKAS) and Dr. Niyaz Ali, Chairperson, Child Welfare Committee (CWC) Kargil, as resource persons. This was followed by a session on health and family welfare schemes, conducted by Dr. Jalil Wani, Block Medical Officer, Kargil.

Post-lunch, Deldan Angmo, Principal Magistrate of the Juvenile Justice Board, Kargil, conducted a session on child protection laws, including the Juvenile Justice (Care and Protection of Children) Act, 2000, and the Protection of Children from Sexual Offences (POCSO) Act, 2012.

The final day featured an in-depth discussion on welfare schemes under the Rural Development Department, with Tsering Wangchuk, Block Development Officer, as the resource person. This was followed by a training session on Community Mediation, conducted by trained mediators Advocate Kacho Manzoor Ali Khan and Advocate Ghulam Murtaza.

Two Adhikar Mitras presented a comprehensive summary of the training, highlighting key learnings and insights. The program concluded with a closing address by the Chairman, DLSA Kargil, followed by a felicitation ceremony where resource persons were honored and participation certificates were distributed to all Adhikar Mitras.
