Former MLA Deldan Namgyal meets L-G Mishra; raises issues of Nubra valley
Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) met former Member of Legislative Assembly (MLA), Nubra, Deldan Namgail on February 23 at Raj Niwas.
Deldan Namgail congratulated Brig (Dr) BD Mishra (Retd) on assuming the charge of Lieutenant Governor of Ladakh.
He requested for the resumption of airlift service of civilian passengers from Thoise Airport in Nubra to Chandigarh and vice-versa, particularly in the winters, and the need for the intervention from the Lieutenant Governor of Ladakh to airlift stranded Ladakhi passengers from Chandigarh to Thoise Airport.
He said, “I have been appealing to the UT administration including former LG for two months. Former Lt Governor Ladakh UT has also written to the Ministry of Defense regarding the same but nothing concrete result has come up to date”.
He said that people who travel to other parts of India for Pilgrimage and serious health treatment during winter are suffering due to the unaffordable/expensive airfare in the Ladakh sector. At present around 417 (as per the SDM Nobra) passengers are stranded in Chandigarh, which needs to be airlifted at the earliest.
Deldan requested L-G Mishra to make a personal intervention to restore the civilian passengers airlift from THOISE to CHANDIGARH-THOISE by having one-to-one talks with Defence Minister so that the poor & border people of Nubra valley will be benefitted.
Talking about the NOC issue to start a tourism business in Nubra, Deldan Namgyal said that the unemployed youths of Nubra valley are not able to set up business units in the Nubra subdivision because they are not getting bank loans for one year, as the applicants have not issued NOCs from competent authority like SDM to construct business unit on their legally owned land/leased land despite of mortgaged their inheritance/bandabas property to the banks.
He also that all the tourism-related business units like Hotels, Guest House,Camps and resort registration with the tourism department were Halt due to non-issuances of NOCs from wildlife and forest departments.
He urged The L-G to redress the issue at the earliest so that rural people with bandabas land can get the NOC from SDM & earn their livelihood from the booming tourism Industry in Nubra valley
Referring to the Act he said that Under the J&K Reorganization act of 2019, S.NO -66/Table-4,(state acts that shall remain in force in UT Ladakh) LAHDC ACT 1997(act/ordinance no.XXXI of 1997 ) is in force and under the LAHDC Act 1997, S.No.23(i) the council have the executive powers is vested with LAHDC and the elected LAHDC has the authority over the revenue related matter and CEC has the power to direct the CEO/all the revenue officials to issue NOCs to all the applicants who need any NOCs related to their owned/inheritance immovable property and this power may kindly be kept with the Chairman LAHDC Leh & All land related NOCs should be issued by LAHDC.
He further requested a single-window system for the registration and renewal of business units related to tourism and the extension of their business licenses for up to 10 years.
Highlighting the exemplary contribution of the people of Nubra valley to protect the inches lands of mother India and resist the attempts of Pakistan to occupy Nubra(9,200 square miles) as one of the five natural and historical divisions of Ladakh) by Pakistan in 1948,1971 and 1999 Kargil War & 1962 (India –China War), he also asks the L-G to fulfill the district status demand of Nubra valley people.
