District administration conducts special training workshop for election staff
A training was organised by the District Election Officer(DEO), Leh for the Flying Squad Teams(FSTs), Static Surveillance Teams (SSTs), Video Surveillance Teams(VSTs) and Account and Video Viewing Team at Conference Hall, DC Office, on April 2.
The training was divided into two sessions. The topic of the first session was Expenditure Monitoring and the second session was about the use of ESMS( Election Seizure Management System) app and cVigil Investigator app. The objective of the training was to ensure that the team members know and have access to these apps so that the election process is smooth and fair and to resolve any queries by the team members.
The first session was headed by Nodal Officer, Election Expenditure Monitoring(EEM), Dr Zulfikar Ali. He gave a detailed presentation about the role of EEM and how it plays a role in conducting a fair election process. In his presentation, he explained the step by step roles and responsibilities of each of the teams be it FSTs, SSTs or the VSTs. He stressed that all of these teams play an essential role in making the expenditure report by the Accounting team.
Further, he informed that this report is essential in keeping a check on the candidates and parties so that they do not cross the expenditure limit and if they do actions can be taken. He ended his presentation by encouraging everyone to vote.
The second session was conducted by SMLT -IT application & SNO-SVEEP, UT-Ladakh, Dr. Tsewang Morup and DIO, NIC Leh, Tashi Tundup. The session began with a presentation on the ESMS app by Dr Tsewang Morup. He highlighted the reasons that the Election Commision has created this app and how it helps in digitising the data during the election process. He highlighted the user friendly interface and how it helps in connecting different teams involved in the election process.
Briefing about the ESMS app, DIO, Leh, Tashi Tundup guided them on installation, registration and filing different types of reports. He also talked about the cVigil and cVigil Investigator app. The latter is used to investigate violations of MCC by the FSTs.
In the end, the DIO asked all to download the app and to clear doubts, queries and difficulties regarding the app.
