Deputy Commissioner, Leh, Santosh Sukhadeve convened a meeting regarding the conduct of UPSC examinations and imparting of training to examination functionaries, followed by visit to the venues in the VC Room of DC Office, Leh on April 4.

DC Leh added that UPSC has always been committed to impartiality, ensuring full transparency and fairness in the recruitment process. He further added that it is a constitutional body with a track record of conducting exams in fairly and impartially, ensuring merit-based selection for candidates.

Additional Secretary, UPSC, Raj Kumar started the training to the exam functionaries by stating that UPSC is completely unbiased and is known for its unpredictable question patterns.

Under Secretary, UPSC, Deep Pant gave a presentation by pointing out the constitutional mandate which states that under article 320, the constitution is entrusted for conducting the exam. It also states that UPSC works on four principles: uniformity, candidate friendliness, total adherence to institution and no error. Regarding the conduct of examination, he briefed about the venues, material, manpower, money and other activities.

He further briefed about the duties of coordinating supervisor which is to assist the commission in the smooth functioning of the examination, maintain coordination, meet expenditure etc. and the role of police authorities, which is to ensure that there is no congestion on the route of vehicles, proper management of law and order and frisking of candidates. He also discussed the role of postal authorities which includes proper liaison with airport authority, bags containing sensitive exam material etc.

Further, he also informed about the pre-examination activities which are the calendar release, guidelines for selection of venues, role of local inspecting officer and coordinating supervisor who need to appoint scribes for the person with benchmark disabilities.

Besides, he also discussed appointment of exam functionaries which is the role of invigilators and the deployment of low powered jammers.

Additionally, he highlighted several important points, including the necessity of closing the examination hall five minutes before the conclusion of the session, arranging OMR sheets according to roll numbers. Moreover, there was a discussion on the venue management system and instructions related to health and hygiene.

At the end, Deputy Secretary, Ujjwal Kumar discussed Dosuti bags, receipt of sensitive materials by custodian and boxes of booklets.

DC ended the meeting by directing all the officials to follow the provided guidelines carefully and to help maintain the hallmark of UPSC in the future.
