Chief Secretary reviews Ladakh land records Project, stresses completion this season

Chief Secretary of the Union Territory of Ladakh, Dr. Pawan Kotwal, chaired the 12th Governing Body meeting of the Ladakh Land Records Management Agency (LLaRMA) at the Civil Secretariat, Leh, on April 8.
The meeting began with a detailed PowerPoint presentation by the Assistant Commissioner Revenue (ACR), Leh, outlining key milestones achieved under the Digital India Land Records Modernization Programme (DILRMP) and identifying areas needing further attention and resources.
According to the ACR, digital surveys using the latest CORS network based on DGPS technology have been completed for 35 villages. Of these, the publication process has been finalized for 25 villages, with the remaining surveys scheduled for completion by the end of April 2025.
The review focused on the progress of the DILRMP in Ladakh, a crucial initiative aimed at improving accessibility, transparency, and accuracy in land records management across the Union Territory. The project includes digitization of revenue records, surveys, and the development of a robust Management Information System (MIS) to support these efforts.
Dr. Kotwal emphasized the importance of completing the project within the current working season and called for proactive measures to resolve any bottlenecks. He directed the District Magistrates of Leh and Kargil to engage lamberdars on an honorarium basis to expedite the village survey process.
Discussions also covered the need for additional manpower, GPS equipment, and the regularization of newly formed colonies. Officials reviewed both the physical and financial progress of the project, stressing interdepartmental coordination to overcome existing challenges.
Commending the dedicated efforts of the project team, the Chief Secretary reiterated that reliable land records are essential for minimizing disputes, enhancing public services, and facilitating infrastructure and development projects in Ladakh. He urged all departments involved to ensure timely and efficient execution of the remaining tasks.
Dr. Kotwal underlined the significance of the digital transition in improving administrative efficiency and aligning land services with Ladakh’s long-term developmental goals.
The meeting was attended by Sanjeev Khirwar, Administrative Secretary, Housing & Urban Development; Dr. Laltinkhuma Franklin, Administrative Secretary, PDMD; Sashi Kant Bhagat, Additional Secretary, Law Department; Dr. Safdar, Additional Secretary, Finance; NIC State Informatics Officer, Ladakh; Directors of concerned departments, ACR Leh, District Magistrate Leh, Chief Planning Officer Stanzin Donsal, and other officials
Additionally, the District Magistrate Kargil, Executive Engineer CPWD, and a NIC representative from Pune joined the meeting virtually.
