Newly-recruited ASOs briefed on administration structure and operation

The newly recruited Assistant Section Officers (ASO) of Central Ministry as part of their probation training interacted with the different sections of DC Office, Leh at DC Conference Hall today on May 27.

The newly recruited batch of 30 ASOs learned about the structure, functioning and operation of the Administration of UT Ladakh which was presented by Additional District Development Commissioner (ADDC), Leh, Sonam Nurboo (JKAS), Additional Deputy Commissioner (ADC), Leh, Ghulam Mohd (JKAS) and Chief Planning Officer (CPO), Leh, Tsewang Gyalson. 

The purpose of the interaction was to brief about the section of planning, execution of administration and reporting to higher authority. 
ADDC, Sonam Nurboo briefed the Officers about the structure of the administration in Ladakh and the presence of Ladakh Autonomous Hill Development Council (LAHDC) which plays a major role in planning and allocation of budgets to the different departments through the elected councillors.

He also presented a detailed PowerPoint presentation about project Tsang Da, a project introduced by the Leh administration to tackle the high garbage accumulation in urban as well as rural areas due to tourism. He explained under this project the administration has set up segregation centers and deploys collection trucks to collect the waste and this collected waste is segregated and recycled.

ADC, Ghulam Mohd talked about the functioning of different departments and the roles and responsibilities of the councillors of LAHDC.  He added that the district administration also releases funds on panchayat level for development of villages. The UT administration also allocated 1 crore to BDC in blocks for development of infrastructure in villages. Along with this he talked about the tendering and transaction which is done electronically.

CPO, Tsewang Gyalson talked about the budget structure of LAHDC, the process of allocation of budget to different departments and how there are executive councillors who are in charge of the different departments. He also talked about the process that happens from budget allocation, dissemination and implementation. 

The interaction ended with a questionnaire session where the ASOs raised their queries about the different aspects of implementation of government schemes in Ladakh.
