Ladakh administration plans transparent online transfer system for teachers and government staff

Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), chaired a meeting at the LG Secretariat on March 11 to discuss the introduction of a transfer dashboard/employee transfer portal for teaching staff of the School Education Department, Health & Medical Education, Public Works Department (PWD) (R&B), and Public Health Engineering (PHE) (I&FC). The meeting also focused on implementing e-HRMS 2.0 (electronic Human Resource Management System) in UT Ladakh.

Discussions covered the transfer policy for district and divisional cadres of teachers, masters, and lecturers, eligibility criteria for transfers, and the algorithm for points-based calculation for intra- and inter-district transfers after two and four years, respectively. It was informed that the system would automatically allocate schools to teaching staff based on the maximum points earned, determined by the distance of their current posting from the district headquarters, without human intervention.

Emphasizing the need for a transparent and error-free system, LG Mishra stated that applicants must declare their current residence before applying for transfers. He also confirmed that the transfer window would open once a year, with no preference given based on gender.

Regarding the transfer portals for Health & Medical Education, PWD (R&B), and PHE (I&FC) departments, LG Mishra stressed the importance of avoiding manipulation and favoritism, prioritizing patients' needs over staff convenience. He directed officials to ensure that no two doctors with similar specializations are transferred to the same health center or hospital, to prevent service disruptions. He also instructed authorities to gather feedback from stakeholders and test the transfer dashboards before launching them.

Additionally, Secretary, GAD, Michael D’Souza, IAS, gave a detailed presentation on e-HRMS 2.0, developed by the Department of Personnel & Training (DoPT), GoI, through the National e-Governance Division (NeGD). He explained that the online portal would offer end-to-end HR services to government employees, enhancing efficiency and transparency. The platform includes modules for leave management, reimbursement, promotions, and grievance redressal, among others.

The meeting was attended by Chief Secretary, Dr. Pawan Kotwal, IAS; Principal Secretary, Sanjiv Khirwar, IAS; Commissioner/Secretary, Dr. Vasanthakumar N, IAS; Secretary, Vikram Singh Malik, IAS; Secretary, Bhanu Prabha, IAS; Secretary, Michael D’Souza, IAS, and officials from School Education, IT, and NIC departments.
