Dr Kotwal: Infrastructure must make villages 'vibrant' in true sense
Infrastructure developments in villages must be done in a manner that they become vibrant in the true sense. This was stated by the Advisor to the Lt. Governor, Dr Pawan Kotwal, at a meeting at the Civil Secretariat, Leh, on April 22, to address the submission of 41 new works, withdrawal of 20 proposed works, and responses to queries on 13 works under the Vibrant Village Programme (VVP).
The discussion focused on ensuring successful implementation on the ground.
The meeting was initiated by Deputy Commissioner Santosh Sukhdeve, who highlighted the roadmaps and action plans in a comprehensive presentation, unveiling several projects covered under the VVP.
Highlighting the importance of infrastructure and sustainable development, Dr. Kotwal urged the officials to ensure the achievement of set goals in the designated villages so that they could become truly 'vibrant.' He emphasised that infrastructural developments must meet international standards to attract more visitors to these villages.
Dr Kotwal stressed the construction of infrastructure such as community buildings using local traditional technology and seeking technical inputs from local architects to make them solar passive, winter-friendly, and usable throughout the year. He also emphasised the need for a plan for handing over and managing/operating the infrastructure as part of the DPR (Detailed Project Report).
Dr. Kotwal directed to all concerned officials to work on developing attractive designs for their respective infrastructural proposals and projects. The officers were further directed to submit their designs by May 1, 2024.
The meeting was attended by Administrative Secretary, School Education; Administrative Secretary, Health & Medical Education; Administrative Secretary, Animal/Sheep Husbandry; Administrative Secretary, Social and Tribal Welfare; Administrative Secretary, Public Works Department (Roads & Buildings) Irrigation & Flood Control; Administrative Secretary, Power / Youth Services; Administrative Secretary, Food, Civil Supplies & Consumer Affairs; and the Deputy Commissioner.
