Vahan version 4.0 introduced in Leh, ARTO goes online

Assistant Regional Transport office goes online with the formal inauguration of Vahan version 4.0 by Avny Lavasa, Deputy Commissioner on March 17 in Leh. 
 
Vahan version 4.0 is an upgraded version of the existing software Vahan 1.0 that is running across all RTOs/ARTOs in the state. It is aimed at improving the existing system in many ways. The application has been designed and developed by the National Informatics Centre, Transport division, New Delhi.

Congratulating the department, Avny Lavasa said, “With the help of technology, service delivery will be better with very less scope of for corruption. The public can easily access the service.”

Sargun Shukla, SSP said, “Since the RTO has started the procedures online, the e-challan system will also be done. We have started in Jammu and Srinagar in phase manner and will be extended the same in Ladakh also. This will bring transparency and since it will be computerized, action against the repeated offenders will be taken easily.”

Khadim Hussain, Head, ARTO said, “Applicants are not required to come to the office, the details are available on Sarthi software-based application where they can simply visit parivahan.gov.in and scroll down to click on the license portal to avail online services regarding license wherein they can take the copy of their license, offers online service for learner’s license and can book a slot for a fresh license.”

District officers, representatives of various transport organizations, motor vehicle dealers and a large number of vehicles owners were also present on the occasion.

Advantages of the online system

• Earlier, the data of vehicles were entered manually by the entry operator but with the introduction of new version of Vahan, the data entry operator has to enter very few vehicular parameters such as Chassis number, Engine number, name and address of the owner, manufacturer’s name and model of the vehicle and once these parameters of the vehicle entered, the remaining information pertaining to the vehicle such as un-laden weight, seating capacity, length of the vehicle, width, height, wheel base and laden weight will automatically be generated from the central server.

• This application is also expected to reduce the work and load to the huge extent, both at the dealer and RTOs/ARTOs wherever the data entry is done. 

• Very little chance for error in data entry as the system will automatically fetch data all the parameters of the vehicles once the base data has been entered.

• The web-based application hosted centrally at a single location, at the National Data Center, New Delhi which eliminates the need for local infrastructure at the RTOs office, thereby saving time and money required for day to day maintenance of the same.

• It checks for double registration of the vehicles that are registered in other part or State in the country. This would prevent evasion of taxes at the place where the vehicle has been originally registered, thereby allowing them to avail the different services such as Payment of Road Taxes, Renewal of Registration at all from their residence.
