LG Kavinder Gupta reviews integrated grievance redressal portal Directs time-bound resolutions and enhanced feedback mechanism

Lieutenant Governor of Ladakh, Kavinder Gupta, reviewed the Integrated Grievance Redressal and Monitoring System (IGRMS) portal, which was launched by him on UT Foundation Day 2025. The portal serves as a dedicated platform for citizens to register and track grievances related to government services and departments, promoting transparent, accountable, and responsive governance.

During the review, Administrative Secretary, IT Department, Shashanka Ala, informed the Lieutenant Governor that a total of 93 complaints have been received so far—66 from Leh and 27 from Kargil. She briefed him on the action taken by the concerned authorities across various departments and stated that the portal is currently being managed by three human resources staff from the IT Department.

The Lieutenant Governor stated that the portal would serve as an important tool to assess public satisfaction levels and guide necessary improvements in governance, administrative reforms, and citizen services in Ladakh. He directed further refinements to the system, including the addition of a dedicated section for direct feedback from complainants on the actions taken by authorities.

Kavinder Gupta instructed that grievances be forwarded promptly to the competent authorities empowered under relevant Acts for resolution. Emphasising utmost sincerity, he mandated time-bound redressal of grievances to ensure improved governance and service delivery. He further clarified that issues requiring extended time for resolution must be marked as “pending” rather than “cleared” to maintain transparency and accuracy.

Following interactions with beneficiaries, the Lieutenant Governor noted discrepancies where certain grievances had been marked as resolved despite remaining unaddressed. He cautioned that such practices erode public trust and undermine both the credibility of the Administration and the effectiveness of the portal.

The meeting also decided to onboard the Administrative Secretary, Higher Education, to address grievances related to the University of Ladakh.

The review meeting was attended by Chief Secretary Dr. Pawan Kotwal, Principal Secretary Sanjeev Khirwar, Director General of Police (DGP) Ladakh Dr. S.D. Singh Jamwal, Commissioner/Secretary Dr. L. Franklin, Administrative Secretaries Rahul Sharma, Bhupesh Chaudhary, Shashanka Ala, Sanjit Rodrigues, Michael D’Souza, Bhanu Prabha, Moses Kunzang, and Heads of Departments.
