Haji Asgar Ali Karbalia, MLA Kargil and Senior Congress Leader raised the non-inclusion of Kargil District under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and the poor mobile connectivity services in Kargil on 5th February.
A letter was written to the Prime Minister, Narendra Modi, Leader of Opposition in Rajya Sabha Ghulam Nabi Azad and Union Minister for Communication and Information Technology Ravi Shankar Prasad in this regard.
He asked the Government of India about the denial of Kargil under AMRUT Scheme despite having the same topographic condition as of Leh. The letter also states that the Kargil situated at the bank of River Suru on which the 44 MW Chutuk Hydel Project fulfills the two main criteria of AMRUT.
People in Kargil are deprived of basic mobile connectivity.  He wrote that the issue has been projected at various levels but no concrete development is visible till date.He demands BSNL mobile towers in different villages of Kargil district. He hoped that the Union Minster will take concrete steps for the better telecommunication facility in the district.
Karbalia asked the Prime Minster and leader of Opposition Ghulam Nabi Azad, about the ground on which the government is neglecting and keeping away the development of the district.
He dejected that the Leh District was already covered under Jawaharlal Nehru National Urban Renewal Mission (JnNURM) and Rs 217 Crore for Leh District has been already sanctioned. The District also covered under Rajiv Awas Yojana (RAY) which is now Under AMRUT by the Union Government.
Whereas, the Kargil District needs more importance in areas like Drinking Water Supply, Sewerage and Drainage, roads, footpath, Solid Waste Management etc.
The letter further reads that the non-inclusion of Kargil town in any of the town beautification schemes launched by the Center Government has created a sense of discrimination among the people of Kargil. He demanded parity with Leh by including it under AMRUT scheme.
He urged the leader to kindly interfere in the matter and urged the Prime Minster, Narendra Modi to direct the Ministry of Urban Development Department Government of India to include Kargil Town under AMRUT.
